HR consultants are usually external advisors who charge organizations for HR-related services. Some are specialists, e.g. recruitment, others are generalists who will look at 'problem' areas. It is also possible to have internal HR consultancies within organizations.
Most of the smaller HR consultancies are individuals or a group of people working for themselves. Usually they make use of their own experience in HR. They tend not to employ anyone, except possibly admin staff. The bigger consultancies would look for serious qualifications such as an MBA or expect solid experience in a business area - not necessarily HR.
