A technique to establish individual performance objectives which are tangible, measurable and verifiable. Individual objectives are derived or cascaded from organizational goals. Top managers agree their own specific objectives compatible with the organization's goals but restricted to their own areas of responsibility. Subordinates do the same at each lower level, forming an interlocked and coherent hierarchy of performance targets.
